Dy. CM CHOWNA MEIN GRACES 57th NOCTE CHALO LOKU AT KHONSA
Khonsa, November 25, 2025: The Nocte community celebrated the 57th Nocte Chalo Loku Festival with traditional fervour and gaiety in Tirap district on Tuesday. At Khonsa Headquarters, Hon’ble Deputy Chief Minister Shri Chowna Mein graced the occasion as the Chief Guest, while Shri Ealing Tallang, Hon’ble MLA, Seppa East, attended as the Guest of Honour. The formal celebration began with Rangtam ritual (Offering to Almighty Rang) which was followed by Thamthut (Beating of traditional log drum) by Borduria village/Khowathong village. It's noteworthy that this year, under the initiative of the Tourism Department of Tirap district, at least 112 foreign tourists from 8 nationalities visited to experience the vibrant culture of the Nocte community. The program was attended by Patron cum Khonsa West MLA & Advisor to HM_Transport Smti Chakat Aboh, Special guest cum Khonsa East MLA Wanglam Sawin, ZPC Chathong Lowang, DC Tirap Liyi Bagra, SP Tirap Aditya, ADC Khonsa Namneet Singh, IAS, CO 44 Assam Rifles Col. Ankit Harjai, SM, HoDs. 112 Foregin tourists from across 8 Nationalities.
While addressing the gathering as Chief Guest, Hon’ble Deputy Chief Minister, Shri Chowna Mein urged the people to preserve, protect, and promote their culture and traditions. “Arunachal is a land of festivals, and we must showcase our rich cultural heritage to the outside world to promote cultural tourism,” he added.
Responding to the public memorandum, he accepted the memorandum but due to imposition of MCC for ensuing Panchayat Election, he did not made any commitment.
Deputy Chief Minister Chowna Mein emphasized the importance of preserving and promoting the community's culture and traditions, highlighting its potential to attract tourists and boost the local economy. He urged the youth to learn and document Nocte history and stressed the need to secure a GI tag for the Nocte Shawl and traditional Salt Well. The Deputy Chief Minister assured support for the Heritage Village project and congratulated the artists for releasing the Chalo Loku Audio Album.
Guest of Honour and MLA Seppa East, Shri Ealing Tallang encouraged cultural exchange and urged the younger generation to participate in cultural activities and preserve the state's rich cultural heritage. He emphasized that sincere efforts must be made to keep the community’s identity intact for future generations.
Chief Patron Wanglin Lowangdong, who is also the MLA of Borduria–Bogapani Assembly Constituency, highlighted the significance of Chalo Loku as one of the most important agriculture-related festivals of the Nocte community. He said that the festival is celebrated for recreation and merrymaking after the harvesting of paddy and the season of hard work. He added that it is a time to forget differences, come together, and feast in unity.
Stressed on GI Tag, Lowangdong appealed the state government for GI tagging of the Nocte Salt Well products.
In his welcome address, Shri Jiten Wangchha, President of the 57th Nocte Chalo Loku Celebration Committee, expressed gratitude to the Chief Guest and Guest of Honour for sparing their valuable time to grace the celebration. He highlighted the significance of Chalo Loku, explaining that it is celebrated after the harvesting of paddy and marks the beginning of the Nocte New Year calendar.
The event was marked by several significant releases:

- Odyssey (Edited by Denhang Bosai)
- Launching of the Nocte Traditional Shawl initiated by Khunlong Matey & Khowang Hakhun.
- Release of the Nocte Audio Albums –
1.“Jovi Din” Singers > Manlang Agi, Baby Mossang, Toangi Agi and Ansiha Perme Agi
2. “Oni Na” Lyrics Khamwang Lowang > Singer Dr. Vineeta Dowerah.
Traditional dance troupes from Noksa, Laho, Moktowa, along with a Mega Nocte modern dance performance performed by Paniduria and Nocte Janchhu, added colour and vibrancy to the celebration. The day-long programme concluded with a vote of thanks delivered by Shri Nyewang Lowang, Organizing Secretary of the 57th Nocte Chalo Loku Celebration Committee. He expressed deep appreciation to all participants, dignitaries, the Chief Guest, Guest of Honour, and special guests for making the festival a grand success. The celebration concluded with a community feast and dance.
