India Revises FSSAI Licensing and Registration Regulations for Food Businesses
India: The Food Safety and Standards Authority of India (FSSAI) has notified the Food Safety and Standards (Licensing and Registration of Food Businesses) Amendment Regulations, 2026, as per Gazette Notification No. RCD-01002/1/2021-Regulatory-FSSAI-Part(1) dated 10.03.2026. This amendment follows recommendations from NITI Aayog’s High Level Committee on Non-Financial Regulatory Reforms and approvals from the Food Authority and Ministry of Health and Family Welfare.
The amendment addresses dual compliance requirements for street food vendors, introduces perpetual validity for FSSAI registration and licenses subject to risk-based inspections, and revises turnover thresholds for licensing categories.
The revised turnover limits categorize Food business operators into three groups:
Registration for businesses with turnover up to Rs. 1.5 crore,
State License for turnover above Rs. 1.5 crore and up to Rs. 50 crore, and
Central License for turnover above Rs. 50 crore.
These new thresholds supersede all previous regulations under the 2011 Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, that fully came into effect on April 1, 2026.
